Thriving Diverse and regenerative economy
This subheading reinforces this plan's lack of understanding between the reality of life for most of the
inhabitants of Hawaii County and the proposed GP2045 where this concept is taken from. "Thriving,
diverse; and regenerative" says nothing about what kinds of meaningful and fulfilling employment this
plan envisions for this county's families in order to thrive.
GP2045 needs to be redone to simplify it so that the goals are clearly defined and prioritized. The
projected costs, human resources and estimated timeframes to complete each goal needs to be
included in the plan in order to assess the viability of any action. With ever increasing financial
issues, many of which are outside of the County's control, the County needs to focus inwardly and
locally. What are the economic development expansion areas that will need to be actively supported
by the County? How, with the County's help are these going to improve the economic welfare of the
inhabitants?
GP2045 needs to protect local land -ownership from wealthy outside investors who are and will buy up
lands for speculation with no real interest in the welfare of the inhabitants of Hawaii County.
Removing "stakeholders" and "public private partnerships' from GP2045 will greatly simplify, and
clarify the plan and help to keep lands in local hands.
Remove any inference of man-made Co2's cause to climate change. The absence of citable
scientific information in this document is an egregious form of disinformation forced on its inhabitants.
This one sided mantra is used for many self-destructive actions in GP2045. The elimination of citable
climate -change papers also conveniently eliminates the possibility of any scientific rebuttal to those
cited papers thus preserving the narrative.
Any evaluation of man-made climate change must including the ongoing and real weather
modification programs known as geoengineering. Without your honest care and openness to allow
dissenting analyses to be heard, in this, the Peoples council chamber, how and where do the
inhabitants of Hawaii County go for redress of this grievance?
Recent Planning department discussions revealed the inability of the department to follow through on
present reporting requirements, but, discusses future more odious requirements as if these are not an
issue. It is difficult then to believe that any statements about products and results that the department
proposes will, in fact, be accomplished. Surveying, tracking, projecting, enforcement, innovation,
inspecting, advising, these are requirements that are not adequately done now. How can GP2045, at
least an order of magnitude more complex, be accomplished? The County of Hawaii General Plan
2045 is an overly complex document and needs to be rewritten not edited.
