August 1, 2025 Executive Committee Meeting Minutes approved. 4. REPORTS a. Treasurer's Report Treasurers report submitted by CM Weyer. Treasurers report approved. b. County Reports: i. County ofHawai`i - CM Kimball discusses the conference, noting over 200 attendees and all room blocks secured. - The conference has raised $168,300, with a goal of reaching $200,000, and needs golf prizes from each county. - The governor is expected to join the conference on Friday, and attendees are advised to adjust their travel plans accordingly. - CM Kimball requests golf prizes from each county, suggesting pairs of prizes in the $50 to $100 range. - Nahe mentions various prize ideas, including ATV tours and gift cards, and praises Nahe's fundraising efforts. - CM Kimball highlights the importance of consistent past supporters and the growing budget support for the conference. ii. County of Kauai - CMCarvalho reports on numerous bills and deferrals, indicating progress overall. iii. County of Honolulu Resolution No. 25-173, APPROVING THE PROPOSED BUDGET FOR THE HAWAI'I STATE ASSOCIATION OF COUNTIES FOR THE FISCAL YEAR 2025-2026, which was adopted on August 6, 2025. Review and approval of the attached proposal authorizing the HSAC 2026 Annual Conference to be held on May 3-4, 2026, in conjunction with the WIR Conference on Maui. c. Review and approval of the updates and amendments to the HSAC Bylaws and policies. i. Collective support for NACo Second Vice President Candidate. ii. Voting Delegate and Proxy Designation for NACo General Membership Meetings. iii. Nepotism and Conflict of Interest. iv. Whistleblower Policy. v. Document Retention and Destruction Policy. - CM Kimball outlines five proposed bylaw amendments, including support for the NACO second vice president, voting delegate, and proxy designation. - CM Paltin questions the necessity of the HSAC EC member being the voting delegate, and Heather Kimball explains the need for a clear process. - The group discusses the importance of having a formal process for determining voting delegates and proxies. - Motion to approve 5 bylaws.
