Goals: To improve victim safety and offender accountability through vertical prosecution
of misdemeanor domestic violence and protective order crimes committed in East
Hawaii (Hilo and Puna Districts), and consistent and continuous work with
multidisciplinary efforts to improve the response to domestic violence crimes.
Objectives: (1) To vertically prosecute at least 90% of all non jury criminal trials in East
Hawaii's Family Court, specifically cases in the nature of domestic violence and/or violation of
protective order crimes. (2) To strengthen prosecution efforts of domestic violence cases by
imporving case coordination between the different units without the office by convening at least
monthly. (3) Ensure best practices for domestic violence prosuection as well as the latest
investigative tehcniques and trial strategies are utilized. (4) To meet quarterly with the police and
FVIC to review and iscuss proteocols and procedures that can leas to improvements in the

prosecution of domestic violence and/or protective order crimes that are committed against
women. (5) To ensure the continue timely disposition of Criminal Family Court cases, measured
by the difference between Criminal Actions pending at the start of the period minus the number
of Criminal Actions pending at the end of the period.
Outcomes or Results: During this fiscal period, we had a change in the assigned deputy who
handles the domestic violenc cases in East Hawaii. However, despite that change, we believe
that we were able to reach our goals and objectives that we set out for our office. Our office
continued to have monthly meetings within the office as well as quarterly interagency meetings,
that allowed the sharing of information with the different agencies. We were able to discuss
collaboratively ways to improve the investigation and proseuution of domestic violence cases.
Being able to fund a dedicated deputy allows more consistency with the handling of cases in both
the prosecution as well as the outcome of cases. This also gives the victims a sense of familiarity
throughout the case and can help reduce the feelings of re -victimization.
