Your Committee on Finance, to which was referred Bill No. 94, reports as follows:
Bill No. 94, transmitted by Housing Administrator Kehaulani M. Costa via Communication No. 545,
dated September 30, 2025, amends Ordinance No. 25-45, as amended, the Operating Budget for the
County of Hawaii for the fiscal year ending June 30, 2026.
This bill increases revenues in the Federal Grants — Emergency Solutions Grants Program account
($4,045); and appropriates the same to the Emergency Solutions Grants Projects account ($3,741) and
Emergency Solutions Grants Administrative account ($304).
Housing and Community Development Specialist Royce Shiroma was present and provided background
on this matter.
There was no further discussion.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 94, and recommends its
passage on first reading.
