HomeMy WebLinkAboutRES 376 Draft 01 2024-2026A RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE UNITED STATES DEPARTMENT OF COMMERCE, NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION, TO RECEIVE A GRANT FOR THE
PUAPUAʻA IKI HABITAT RESTORATION PROJECT FOR INVASIVE SPECIES MANAGEMENT AND SHORELINE STABILIZATION.
WHEREAS, Section 46-7 of the Hawai‘i Revised Statutes requires the consent of the Council in order for the County to enter into an agreement with the federal government or any other
public body respecting action to be taken pursuant to any of the powers granted to the County by law to furnish, expend, and receive any funds or other assistance in connection with
projects being or to be undertaken pursuant to those powers; and
WHEREAS, the United States Department of Commerce, National Oceanic and Atmospheric Administration (hereinafter “NOAA”), has authorized $1,901,521 to be provided to the County as a Coastal
Zone Management Habitat Protection and Restoration grant for the County’s Puapuaʻa Iki Habitat Restoration Project; and
WHEREAS, the County wishes to enter into an agreement with NOAA to receive these grant funds; and
WHEREAS, Puapuaʻa Iki Habitat Restoration Project for Invasive Species Management and Shoreline Stabilization aims to restore eleven and a half acres of deforested land in Puapuaʻa Iki,
located in the district of North Kona on the island of Hawaiʻi; and
WHEREAS, Puapuaʻa Iki serves as a habitat for native animals and includes one underlying aquifer, which the surrounding residential community relies on; and
WHEREAS, restoration of Puapuaʻa Iki is expected to:
1. Increase the chances of survival and return of native animals, including seabirds, migratory shorebirds, and green sea turtles;
2. Create a natural buffer against high tides and severe storms; and
3. Reduce the risk of contamination to the aquifer, thus improving its water quality, the coastline ecosystem and any affected marine habitats; and
WHEREAS, the County is committed to the long-term viability of its island ecosystems and communities, and as such shall offer financial support to account for staff, supplies, surveys,
and ongoing monitoring of the project area as part of this overall award; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that, pursuant to Section 46-7 of the Hawai‘i Revised Statutes, the Mayor is hereby authorized to enter into an agreement with
the United States Department of Commerce, NOAA, for the purposes hereinabove described.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Honorable C. Kimo Alameda, Mayor of the County of Hawaiʻi; and Diane T. Nakagawa, Director
of Finance.
