A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HAMAKUA HEALTH
CENTER, INC., TO ASSIST WITH EXPENSES FOR ITS PANIOLA IN PALAKA
BREAST CANCER AWARENESS COMMUNITY EVENT.
WHEREAS, Hamakua Health Center, Inc., is a 501(c)(3) nonprofit organization whose
mission is to provide quality healthcare that is responsive to the needs of its patients and
community; and
WHEREAS, Paniola in Palaka is a community event hosted by Hamakua Health Center,
Inc., to promote breast cancer awareness; and
WHEREAS, Hamakua Health Center, Inc., is requesting funds to assist with expenses
for refreshments, radio announcements, and decorations for its Paniola in Palaka event, which
will serve a public purpose by benefiting, improving, or promoting culture and the arts,
educational concerns, the needs of the poor, youth, the aged, those with physical or emotional
disabilities, the public health and welfare of the people and the environment, victims of crimes,
and victims of health or social crises; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in
accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as
amended), Contingency Relief funds from Council District 9 are hereby transferred to the
Department of Liquor Control to provide a grant to Hamakua Health Center, Inc., for the
expenses and purposes identified in "Exhibit A," a copy of which is attached hereto and
incorporated herein by reference, in the following amount as set forth below:

resolution.

Hamakua Health Center, Inc., is excited to announce that they will be hosting this year's Breast Cancer Awareness "Paniola
in Palaka" event in Waimea on Friday, October 17, 2025, at the Waimea District Park Gym from 5:30 pm to 8:30 pm. This
free community event will combine important health education with a fun and engaging atmosphere. Guests can access
complimentary health screenings, including glucose testing, blood pressure checks, and BMI assessments —all aimed at
promoting proactive wellness. Health experts will also be on hand to provide valuable information, including women's
health resources, dental information, and more. The evening will also feature a variety of activities to entertain attendees,
such as lively dance performances, creative painting stations, and bead -making. Guests will also have the opportunity to
browse a diverse selection of retail and craft vendors offering unique goods, creating a vibrant marketplace. With 1 in
every 8 women diagnosed with breast cancer, Hamakua Health Center, Inc., emphasizes the importance of early detection
and self -care. The organization reminds wahine in our communities that caring for others begins with caring for ourselves.
This event promises an evening of education, entertainment, and community connection, providing valuable health
resources and joyful activities.

Hamakua Health Center, Inc., is connected to this project as we are made up of four community health centers, in which
we encourage and recommend all of our patients and community members to get their annual wellness exams. This
project is an opportunity to encourage the community to get their wellness exams to get screened for cancers, including
breast cancer, colorectal cancer, prostate cancer, and other illnesses and diseases that can be prevented through early
detection at the time of their annual exam.

Per §2-138 of the Hawal'i County Code 1983 (2016 Edition, as amended), the County may grant an award only if the
proposed program or service provides direct public benefits and fulfills a public purpose within the County.

Measurable outcomes Hamakua Health Center, Inc., aims to achieve with these funds include tracking attendance and
engagement, as well as immediate health impacts and long-term behavioral changes through scheduled wellness exam
appointments following the event. Some of these outcomes can be measured using Azara reporting, allowing comparisons
between last year and the current year.
