A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO MALAMA O PUNA
FOR THE EDUCATIONAL AND CULTURAL ENRICHMENT EXCURSION FOR
PAHOA HIGH AND INTERMEDIATE SCHOOL.
WHEREAS, Malama O Puna is a 501(c)(3) nonprofit organization whose mission is to
provide community resources to maintain a safe and healthy community through environmental
education, hands-on projects, and advocacy; and
WHEREAS, Malama O Puna is requesting funds for a round-trip rental of 2 large school
buses from Pahoa to Hilo, 25 pizzas, and 100 water bottles, which will serve a public purpose by
benefiting, improving, or promoting the interests of culture and the arts, educational concerns,
the needs of the poor, youth, the aged, those with physical or emotional disabilities, and the
public health and welfare of the people and the environment; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in
accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as
amended), Contingency Relief funds from Council District 4 are hereby transferred to the
Department of Liquor Control to provide a grant to Malama O Puna for the expenses and
purposes identified in "Exhibit A," a copy of which is attached hereto and incorporated herein by
reference, in the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the Necessary transfers in accordance with the terius of this
resolution.

Malama 0 Puna seeks to support Pahoa High and Intermediate School's 7th-grade Social Studies, Art, and Life
Science teachers by providing transportation and lunch for their students to attend an educational screening at the
Palace Theater in Hilo. As part of the Hawaii Island Film Festival, the Palace Theater will screen A Paradise Lost, a
film about Native Manu. Students will have the opportunity to meet the filmmakers and engage with the local film
industry. Two large school buses will provide round-trip transportation for approximately 100 students and their
teachers from Pahoa to Hilo. Lunch —comprising 25 pizzas and 100 bottled waters —will be provided at Wailoa Park,
where students will have the opportunity to discuss and reflect on the film together. This project offers a hands-on,
culturally relevant educational experience that enhances understanding of Native heritage, supports arts and
environmental education, and provides equitable access to opportunities that many Puna youth might not otherwise
experience due to socioeconomic constraints.

Malama O Puna has served Hawaii Island for 25 years, focusing on education and community capacity building.
Providing 7th-grade students from Pahoa High and Intermediate School with the opportunity to attend a screening
of this educational film at the Palace Theater offers a unique experience that many Puna youth often lack due to
socioeconomic constraints. This is precisely the hands-on, environmental, and cultural heritage education that aligns
with Malama 0 Puna's mission to benefit students and the broader community.

Public Purpose of Requested Funds
Per §2-138 of the Hawaii County Code 1983 (2016 Edition, as amended), the County may grant an award only if
the proposed program or service provides direct public benefits and fulfills a public purpose within the County.
