WHEREAS, the Big Island Resource Conservation and Development Council (BIRCDC) is a 501(c)(3) nonprofit organization that supports the economic, cultural, and natural environment of Hawaii Island through sponsorship of festivals, programs, and special events unique to this island; and WHEREAS, BIRCDC is requesting funds for expenses related to the 2025 Hawaii Island Veterans Day Parade for security and traffic control services and fiscal sponsorship fees, which will serve a public purpose by benefiting, improving, or promoting the interests of educational concerns, the needs of the poor, youth, aged, and those with physical or emotional disabilities, victims of health or social crises, and the public health and welfare of the people and the environment; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as amended), Contingency Relief funds from Council District 7 are hereby transferred to the Department of Liquor Control to provide a grant to the Big Island Resource Conservation and Development Council for the expenses and purposes identified in "Exhibit A," a copy of which is attached hereto and incorporated herein by reference, in the following amount as set forth below: FUND: General AMOUNT OF APPROPRIATION: $1,000 OUT AND FROM: 1010-11-10191 Clerk -Council SVC — Contingency Relief $1,000 CREDITED TO 1010-21-25139 Department of Liquor Control $1,000 Public Programs 530115 Misc. The Hawaii Island Community will join Military Veterans and a wide range of nonprofits, businesses, and groups to better lives by participating on Saturday, November 8, 2025, at 10 a.m. in the 18th Annual Hawaii Island LIVE Veterans Day Parade. The parade's theme, "Celebrate Service", emphasizes increased involvement of both veterans and the broader community in serving those in need. The parade will be held on the Saturday prior to Veterans Day to maximize participation and volunteer turnout, while also avoiding conflicts with several long-standing ceremonies traditionally hosted at other island locations on Veterans Day itself. Downtown Hilo has become the home of one of Hawafi's largest Veterans Day parades. The event continues to grow each year and is made possible only through the generous financial and volunteer support of local businesses, the County, and individual community members. Committee members and volunteers dedicate countless hours to organizing the HawaN Island Veterans Day Parade, recognizing its importance in honoring Hawaii Island veterans and their families while also strengthening community connections that benefit many others. Each year, new and creative approaches are developed to support veterans and to educate the island community about the tremendous efforts already underway across Hawaii Island. The parade also honors three marshals each year. The Grand Marshal is a Veteran or Veteran group who exemplifies service to others, and this year the role will be filled by Jerry Chang. The Community Parade Marshal recognizes a nonprofit organization that goes to great lengths to support both veterans and the wider community, and this year Vibrant HawaN will be honored. The Business Parade Marshal highlights a local business that provides high -quality products and services while actively working to support veterans and island communities, and this year, Ken's House of Pancakes has been selected. *50.501(c)(3) Mission Statement To assist the people of the Big Island in achieving sustainable development while caring for and appreciating their natural environment; to ensure broadened economic opportunities, enriched communities, and better lives. *51. The Big Island Resource Conservation and Development Council serves as the fiscal sponsor, a role carried out for several years. The council's continued support enables diverse nonprofit efforts and community groups to collaborate on hosting special events without requiring each group to form a separate nonprofit organization. *52. This event, with approximately 1,000 participants year after year, uplifts the community of around 3,000-5,000 people through a fun parade. With six route announcers, it also educates others on the importance of Service and who is doing what great things within our community. It is also an opportunity to showcase and educate others about veteran groups, businesses, nonprofits, and various support efforts that are provided to different constituents. Additionally, it features programs that highlight our youth, such as high school bands and other honored groups, including the County band. 55. The department responsible for oversight of the award will be determined by the Council District during resolution development. *57. Some costs are shared across districts, but each contribution is applied only once toward parade -related expenses, ensuring all allocations collectively support the successful delivery of this event honoring veterans, their families, and local nonprofits and businesses.
