SUBJECT: Transmitting Bill No. 52, Draft 3; an Ordinance Amending Chapter 25,
Articles 1, 4, and 5, of the Hawaii County Code 1983 (2016 Edition, as
Amended), Relating to Henneries.
Transmitted herewith is Bill No. 52, Draft 3. During its meeting on October 22, 2025, the
Council amended Bill No. 52, Draft 2, with the contents of Communication Nos. 286.7 and
286.8, resulting in the attached draft.
The Council then passed Bill No. 52, Draft 2, as amended to Draft 3, at first reading.
