Aloha, my name is (Fay) Kalei Kailikini, I live in Hilo and represent myself and my Ohana. I absolutely-oppo.
General Plan 2045 (Draft 2) in it's entirety. o =
It was modeled after the United Nations Agenda 21, now called Agenda 2030. Why should Hawaii County follow
the instructions of-197 (approx) foreign countries that include, China, Africa, Germany, Italy, England.... Especially,
knowing their laws, political ideologies do not apply in Hawaii and do not aligned with Hawaii & the US
Constitutions. It is not acceptable that our County elected officials and employees speak of or entertain following
the United Nations for Hawaii Island. Other testifiers have said it..... "it is a treasonous document..."
The question is - when did our County (or State) government lose sight of our Constitutional laws? All elected
officials swear an Oath of Office to protect, preserve, & defend our Constitutions, therefore, it is treasonous to
accept and follow any plans from a foreign country, organization or entity. We all must honor our military men &
women who served and who gave their lives to protect our rights & freedoms delineated in our Constitutions.
Perhaps you may not have read the Constitutions, but don't forget World Wars I, II & the numerous conflicts e.g.
Viet Nam, Persian Gulf, Iraq, etc. all implemented to protect our freedoms, our country.
Climate change mentioned numerous times in the GP 2045 was initiated by the US federal government. Al Gore,
was Vice President wrote a book on this subject. The narrative on climate change was promoted by the federal, state
& County governments blaming the people about driving too often gas engine automobiles that emit carbon. This
claim is FALSE. The government uses a false claim to make plans to eventually take away gas engine automobiles,
because of climate change, replacing with Electric Vehicles or EVs. The government bought those vehicles for their
departments to promote EVs.
Problems are the EVs uses lithium batteries which are highly flammable, a reason why airplanes do not allow
lithium batteries as baggage & emits poisonous gases when it burns. Also, it can take 5 yrs. or longer to extinguish a
fire by lithium batteries e.g. Mock Landing fire in California
A recent news article 'Biggest Shipping Company to Hawaii Suspends Transport of Electric, Hybrid Vehicles"
dated July 28, 2025 internet news by Big Island Now. "Matson announced the decision in a July 14, letter to
customers, citing a fire risk posed by the large lithium -ion batteries used to power the vehicles." This is FACT.
What is glaringly missing from the subject of climate change in the Plan is weather modification technology. A
technology the US military began testing in 1950s and perfected and began using that technology in the early 1960s
to the present e.g. H.A.A.R.P. (High -frequency Active Auroral Research Project) started in Gakona, Alaska
There are weather scientists who research & follow these operations e.g. Operation Popeye during the Viet Nam
conflict creating longer rains to flood & interrupt supplies being delivered to the enemy. Wikipedia has that �� (/�
information. These scientists have websites to check their findings available to all of us. Comm. _t

Testifiers have given much information on geo-engineering or weather modification and no one questions our
information. The importance of discussing manmade weather modification is crucial to our safety in Hawaii. When
our government refuses to discuss, or learn about this "climate change" by man, that is cause for extreme concern.
Because the government passes laws on emergencies e.g. Governor Green, Governor Ige. Therefore, with weather
modification technology how do we know what is causing the flooding, hurricanes, earthquakes, etc. If we don't
know what really may be causing these disasters, how do we Plan? By not addressing weather modification
technologiy reveals that the government appears not to be serious about our safety.
When government passes Emergency laws it is used to suspend our rights, which may be a motive for not wanting
to discuss weather modification. This information is not hidden. The only thing happening from 1960 to 2025 is the
government NOT discussing this fact with its citizens. That needs to stop. Working together produces better
results.
Please listen to the people, review their information, ask questions, and do not rubber stamp important issues e.g.
General Plans for Hawaii County.
