Testimony in Support of the Hawai'i County General Plan 2045
Aloha Councilmembers and Mayor,
I am writing in strong support of the proposed Hawai'i County General Plan 2045. 1 find the plan
to be thoughtful, forward -thinking, and I support the science -based and equity -centered goals,
policies, and actions outlined within. I am particularly supportive of the General Plan's
commitment to climate change resilience (3.2) and biocultural stewardship goals (2.2), which
directly address the urgent challenges we face.
As a scientist with decades of experience managing and monitoring natural resources in
Hawaii, I have seen firsthand the impacts of climate change and human activity on our forests,
watersheds, and coastal systems. Rising temperatures, shifting rainfall patterns, increasing
wildfire risk, and the decline of native ecosystems are well -documented and devastating. These
impacts are highly visible across Hawai'i Island, and they demand policies that are informed by
data, evidence, and the work and experience of the dedicated scientists and practitioners who
care for our ecosystems.
The plan's focus on climate resilience, native biodiversity, and the protection of vital resources is
essential. Healthy watersheds, preserved open spaces, and thriving native ecosystems form the
foundation of community well-being and are critical to the long-term survival of HawaiTs unique _
biodiversity.
Science, combined with cultural knowledge, provides the strongest foundation for making
informed decisions about land use, infrastructure, and risk mitigation. Together, they guide
policies that will strengthen our county's resilience, protect our natural and cultural resources,
and ensure that future generations inherit a Hawai'i Island that remains livable, productive, and
sustainable.
1 urge the County Council and Mayor to adopt and fully implement the provisions of the General
Plan that are grounded in credible science. Doing so will ensure that Hawaii County navigates
its future responsibly.
