Testimony on Bill 66, draft 2 SPECIAL MEETING OF THE POLICY COMMITTEE ON PLANNING, LAND USE, AND ECONOMIC DEVELOPMENT ADDRESSING CLIMATE CHANGE FOR ISLANDWIDE HEALTH Aloha Chair Dr. Holeka Inaba and council members - I am a 29-year resident of Keaukaha, Hilo. Conspiracy theorists be informed, the legal basis for the Climate Change Chapter 3 of the proposed General Plan is the policy framework established by the Hawaii Legislature: Act 234 of 2007, which focuses on addressing greenhouse gas emission; the Hawai'i Climate Adaptation Initiative Act 83 of 2014, which prioritizes addressing sea -level rise and other impacts; and the State's Ocean Resources, Management Plan (ORMP), which emphasizes the interweaving of county, State, and (formerly) federal laws, policies, programs and agency stakeholders. Act 178 of 2021 directs state agencies to collaborate on identifying and assessing vulnerabilities of state facilities to sea -level rise, flooding, and other natural hazards. The Environmental Advisory Council (EAC) of the State of Hawaii views the question of whether humans are inducing climate change involving increased greenhouse gases, warming of the atmosphere and oceans, and sea level rise as settled science, even if the magnitude, timing and breadth of impacts still demand research. I oppose the complete gut and replace —the complete rewrite of the 2005 General Plan, two times now. It has driven the public crazy. I would have preferred that the excellent set of Climate Change objectives, policies, and actions presented in Chapter 3 be integrated as a recognizable amendment of the 2005 General Plan. Thank you.
