Sy Subject: Written testimony: Hawaii County Plan 2045 ( resilience sec Jt 1p,[� 1 6 2025 Date Honorable Council Members, Thank you for the opportunity to testify in this meeting. My name is Thomas Penny and I have resided on Hawaii Island since 1979.1 moved here from Oahu where, as a student UH, I had lived since 1971. 54 years in the state, 46 on the Big Island, observing many changes over the years. Our diversity is our strength and it should influence all of our goals for future generations. Within that blanket statement 1 would like to list some concerns. - Environmental: please help to solve the problem of plastic recycling. The island can only sustain so much non -biodegradable waste. - Traffic: the answer is limiting the arrival of more cars to the island. This has been apparent for some years now. More roads are necessary but that is NOT the answer. - Energy and climate change: Are we still burning fossil fuels to make electricity? It is time to use a different source. Helco is mired in an old boy network as a "golden goose" with help from the PUC. Time to breakthe mold and give the alternative energy pioneers the help they deserve. - ICE: The current administration has no business being here (or anywhere) tryingto control immigration. This has been a society composed of immigrants more than two centuries. Once again, that is our strength. These are the actions of white supremists that have little or nothing to do with actual immigration control. They may dream of an all -white America but that is a ridiculous goal especially herein Hawaii. Please make any and all provisions at the county level to make sure they cannot operate here.
