Subject: Proposed Amendments to Bill No. 52
Aloha Councilmember Onishi,
The Hawaii District Health Office Vector Control Program supports the proposed amendments to
Bill No. 52 as outlined in the Word document forwarded via email on October 31,2025.
SECTION 2. Chapter 25, article 1, section 25-1-5, of the Hawai'i County Code 1983
(2016 Edition, as amended) is amended by amending the following:
"(5) Household henneries shall be maintained in accordance with applicable best
management practices established or adopted by the State department of health (DOH),
the State department of agriculture and biosecurity, and the United States Department of
Agriculture to minimize nuisances such as (noise,] odor, waste, and vectors in residential
areas."
