COUNTY OF HAWAI`I <br />RESOLUTION NO. <br />STATE OF HAWAPI <br />384 25 <br />A RESOLUTION AUTHORIZING THE OFFICE OF HOUSING AND COMMUNITY <br />DEVELOPMENT TO AWARD FOUR GRANTS FOR PROGRAMS ADDRESSING <br />AFFORDABLE HOUSING. <br />WHEREAS, Chapter 2, Article 25, Section 2-139(a)(3)(A) of the Hawaii County Code <br />1983 (2016 Edition, as amended) (hereinafter "the Code") provides that grants awarded "in <br />excess of $25,000 to nonprofit organizations shall specifically identify the organization receiving <br />the grant funds and the purpose for which the grant funds shall be used in a resolution"; and <br />WHEREAS, Chapter 2, Article 25, Section 2-139(a)(3)(B) of the Code provides that <br />grants awarded "in excess of $25,000 to organizations that do not qualify as nonprofit <br />organizations shall. specifically identify the purpose for which the funds shall be used in a <br />resolution and be subject to competition in compliance with chapter 103D of the Hawaii <br />Revised Statutes"; and <br />WHEREAS, Chapter 11, Article 2, Section I 1-21 of the Code provides that at least <br />$5,000,000 per year shall be appropriated for the Office of Housing and Community Development <br />(hereinafter "OHCD") to facilitate programs that support affordable housing production; and <br />WHEREAS, OHCD was appropriated $5,000,000 for the current fiscal year 2025-2026 and <br />reappropriated an additional $7,324,493.51 from unused administrative funds and previously funded <br />projects, for a total of $12,324,493.51, less administrative costs of $437,047; and <br />WHEREAS, OHCD wishes to award a total of $8,190,100 to the organizations and in the <br />amounts as identified in Exhibit A, attached hereto and incorporated herein by reference; and <br />WHEREAS, OHCD held two public meetings on March 12 and 13, 2025, and subsequently <br />conducted a county -wide survey to gather community feedback on the County's affordable housing <br />needs; and <br />WHEREAS, analysis of public input determined that, for this funding cycle, OHCD shall <br />prioritize, in order of importance: <br />1. Assisting "Gap Group" families that struggle to afford market -rate housing but do not <br />qualify for housing assistance programs; <br />2. Providing homeownership opportunities through programs promoting community <br />stability, including initiatives for first-time home buyers; and <br />3. Maintaining the County's existing affordable housing units by renovating rental and <br />owner -occupied units to meet living standards; and <br />
