HomeMy WebLinkAboutRes 383 Draft 01 2024-2026A RESOLUTION TO APPOINT THE COUNTY AUDITOR PURSUANT TO SECTION 3-18 OF THE CHARTER OF THE COUNTY OF HAWAI‘I (2024 EDITION).
WHEREAS, Section 3-18(a) of the Charter of the County of Hawai‘i (2024 Edition) (hereinafter the “Charter”) provides in part that there shall be a “county auditor who shall be appointed
by the county council and shall serve for a period of six years, and thereafter, until a successor is appointed.”; and
WHEREAS, Mr. Tyler Benner served honorably as County Auditor for the County of Hawaiʻi from July 1, 2021, until his date of resignation (July 25, 2025); and
WHEREAS, Section 3-18(b) of the Charter provides in part that the “county auditor shall possess adequate professional proficiency for the office demonstrated by relevant certification,
such as certification as a certified internal auditor or certified public accountant or an advanced degree in a relevant field, and at least three years of general auditing experience
which shall include a minimum of one year’s experience in the field of government auditing. A certified internal auditor or certified public accountant shall be preferred.”; and
WHEREAS, during its July 8, 2025, meeting, the Committee on Governmental Operations and External Affairs established, per Communication No. 358, an ad hoc committee comprised of Council
Chair Holeka Goro Inaba, Council Member James Hustace, and Council Member Ashley Kierkiewicz to “review and evaluate applications, conduct interviews, and score applicants in order
to identify a shortlist of qualified candidates for the position of County Auditor” and “select finalists from the shortlist for interviews and a final decision by the full Council”;
and
WHEREAS, the ad hoc committee interviewed four eligible candidates on September 19, 2025; and
WHEREAS, two candidates advanced to a second round of interviews, which included an in-person presentation followed by a question-and-answer session; and
WHEREAS, of the two candidates who advanced to the second round, one was invited for a follow-up interview on October 8, 2025, allowing the ad hoc committee to gain additional insight
into the candidate’s qualifications and approach to auditing; and
WHEREAS, based on the two rounds of interviews and the follow-up discussion, the ad hoc committee reported its recommendation to the County Council; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that Ms. Clare McAdam is hereby appointed as County Auditor pursuant to Section 3-18(a) of the Charter.
BE IT FURTHER RESOLVED that this appointment shall take effect on December 1, 2025, and shall remain in effect for six years, and thereafter, until a successor is appointed.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Honorable C. Kimo Alameda, Mayor of the County of Hawaiʻi; and Sommer J. Tokihiro, Director
of Human Resources.
