CALL TO The regular meeting of the Policy Committee on Planning, Safety, and
ORDER: Well-being was called to order at 9:00 a.m., in the Council Chambers, Hilo,
by Dennis "Fresh" Onishi, Chair.

BILLS FOR The Chair directed the Committee to proceed to the next order of business,
ORDINANCES: Bills for Ordinances.
Bill 85: AMENDS CHAPTER 15, ARTICLE 8, SECTION 15-68.1, OF THE HAWAPI
COUNTY CODE 1983 (2016 EDITION, AS AMENDED), RELATING TO PARKS
Amends the parks and recreational facility schedule for Kipapa Park to Kipapa
Park 7-7-008:020, 100.

Intr. by: Council Member Onishi
Motion to Approve: Ms. Kierkiewicz moved to recommend passage of Bill 85
on first reading. Seconded by Mr. Hustace.

CHR. ONISHI: So, basically, I'm just adding in Parcel 20 to the list on the County
Code, which has Kipapa Park to parcel only 100. And so, through the family's
request, they wanted to have also, Parcel 20, which is part of that area. There's a
parking lot and also a park, an open-space place where Parks (Department of Parks
and Recreation) maintains it. Also, after doing this,then we'll be able to name that
area Kipapa Park. And then also with the spelling, we're putting the kahakc) above
the "i". And so, something simple.
But I just wanted to go on record that there was a bit of confusion within the family,
but then thanks to Chair Inaba, he got things straightened out. So, we're all good.
So, now we can move forward. And then, if there's any changes, I can do it at
Council. So, I'm just asking for support. Anyone has comments? Go ahead,
Ms. Villegas.
MS. VILLEGAS: What just comes to mind is that we have next to Magic Sands,
some people know it as Kipapa Park in Kona. And so,the family named it
island-wide. Oh, it's that park, oh, cool. Thank you.
CHR. ONISHI: Yeah, and I know it's your district, but sorry, I guess the family
that lives in Keaukaba is pushing for this.
MS. VILLEGAS: All good.
CHR. ONISHI: Yeah, they need to get this done. And I guess back then, we did
purchase this property back in 2008 or 2012. And I guess at the time,
Administration had promised the family that they would name this area under the
family. But it was never done. And then, when checking with the County Code,
some of these parcels weren't listed that was approved.
So, now, that's why we're doing this house-cleaning. Okay, so hearing or seeing no
other comments, all those in favor of favor of approving Bill 85 please say, "aye."

Vote on Bill 85: The motion to recommend passage of Bill 85 on first reading
(Approved) was carried by the following voice vote:
Ayes: Committee Members Galimba, Hustace, Inaba,
Kagiwada, Kierkiewicz, Kimball, Villegas,
and Chair Onishi— 8.
Noes: None.
Absent: Committee Member Kdneali'i-Kleinfelder— 1.
Excused: None.
