A RESOLUTION AUTHORIZING THE OFFICE OF HOUSING AND COMMUNITY DEVELOPMENT TO AWARD FOUR GRANTS FOR PROGRAMS ADDRESSING AFFORDABLE HOUSING.
WHEREAS, Chapter 2, Article 25, Section 2-139(a)(3)(A) of the Hawai‘i County Code 1983 (2016 Edition, as amended) (hereinafter “the Code”) provides that grants awarded “in excess of
$25,000 to nonprofit organizations shall specifically identify the organization receiving the grant funds and the purpose for which the grant funds shall be used in a resolution”; and
WHEREAS, Chapter 2, Article 25, Section 2-139(a)(3)(B) of the Code provides that grants awarded “in excess of $25,000 to organizations that do not qualify as nonprofit organizations
shall specifically identify the purpose for which the funds shall be used in a resolution and be subject to competition in compliance with chapter 103D of the Hawai‘i Revised Statutes”;
and
WHEREAS, Chapter 11, Article 2, Section 11-21 of the Code provides that at least $5,000,000 per year shall be appropriated for the Office of Housing and Community Development (hereinafter
“OHCD”) to facilitate programs that support affordable housing production; and
WHEREAS, OHCD was appropriated $5,000,000 for the current fiscal year 2025-2026 and reappropriated an additional $7,324,493.51 from unused administrative funds and previously funded
projects, for a total of $12,324,493.51, less administrative costs of $437,047; and
WHEREAS, OHCD wishes to award a total of $8,190,100 to the organizations and in the amounts as identified in Exhibit A, attached hereto and incorporated herein by reference; and
WHEREAS, OHCD held two public meetings on March 12 and 13, 2025, and subsequently conducted a county-wide survey to gather community feedback on the County’s affordable housing needs;
and
WHEREAS, analysis of public input determined that, for this funding cycle, OHCD shall prioritize, in order of importance:
1. Assisting “Gap Group” families that struggle to afford market-rate housing but do not qualify for housing assistance programs;
2. Providing homeownership opportunities through programs promoting community stability, including initiatives for first-time home buyers; and
3. Maintaining the County’s existing affordable housing units by renovating rental and owner-occupied units to meet living standards; and
WHEREAS, on May 5, 2025, OHCD issued a Request for Proposals to solicit qualified proposals from various organizations to assist the County with carrying out its affordable housing priorities;
and
WHEREAS, the project proposals were reviewed in accordance with the competitive procurement requirements of chapter 103D, Hawai‘i Revised Statutes, and OHCD’s Administrative Rules for
Affordable Housing Production Program, Chapter 3-4; and
WHEREAS, the selected organizations meet the eligibility requirements stated in Section 2-137 of the Code, and are the best candidates to administer projects addressing affordable housing;
now, therefore
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that, in accordance with Section 2-139 of the Code, the grant awards as identified in Exhibit A are hereby approved.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Honorable C. Kimo Alameda, Mayor of the County of Hawaiʻi; William V. Brilhante, Jr., Managing
Director; Diane T. Nakagawa, Director of Finance; and Kehaulani M. Costa, Housing Administrator.
