REPORT OF THE <br />LEGISLATIVE APPROVALS AND ACQUISITIONS COMMITTEE <br />DATE: November 4, 2025 <br />PLACE: Council Chambers <br />Hilo, Hawaii <br />TIME: 9:01 a.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Re: Comm. No. 576/Res. No. 369-25 <br />Your Committee on Legislative Approvals and Acquisitions, to which was referred Resolution <br />No. 369-25, reports as follows: <br />Resolution No. 369-25, transmitted by Deputy Corporation Counsel Sinclair Salas-Ferguson, via <br />Communication No. 576, dated October 6, 2025, accepts the dedication of Road Lot 5-A, identified as <br />Tax Map Key: 2-2-034:086, situated at Waiakea, South Hilo, Island, County, and State of Hawaii, <br />from GHC Family Limited Partnership. <br />The landowner seeks to dedicate the sidewalk and all improvements for public purposes. <br />Deputy Corporation Counsel Sinclair Salas-Ferguson and Public Works Deputy Chief Engineer <br />Melanie DeMello were present in chambers. <br />Mr. Salas-Ferguson gave a brief summary stating that the dedication was a condition of the land use <br />approval. <br />Committee Member Dennis "Fresh" Onishi asked if Public Works had any plans to do anything about <br />the rainwater that collects by the sidewalk. Ms. DeMello stated they are aware of the drainage issues in <br />the area and that this particular improvement is what was approved as part of that development. <br />Committee Member Matt Kaneali`i-Kleinfelder questioned who would be responsible for improvements <br />should there be any drainage issues. Ms. DeMello answered that should this resolution be adopted, the <br />County would be responsible.
