Your Committee on Finance, to which was referred Bill No. 100, reports as follows:
Bill No. 100, transmitted by Mayor C. Kimo Alameda via Communication No. 587, dated
October 16, 2025, amends Ordinance No. 25-45, as amended, the Operating Budget of the County
of Hawaii for the fiscal year ending June 30, 2026.
This bill appropriates revenues in the State Grants — SS4A-County of Hawaii Smart and Safe
Intersection Demonstration Project account ($840,000); and appropriates the same to the SS4A-County
of Hawaii Smart and Safe Intersection Demonstration Project account.
Public Works Business Manager Kelsey Kalua-Lewis was present and provided a brief overview of
this project. Deputy Finance Director Malia Kekai was also present.
Committee Member Jenn Kagiwada asked why this bill was before the Council again. Ms. Kekai
confirmed that the Committee had previously approved this matter. Ms. Kalua-Lewis noted that the
department was unable to spend the funds within the contracted time and the department needs to
renew this account to spend down the funds or risk forfeiting them.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 100, and recommends
its passage on first reading.
