SUBJECT: Transmitting Bill No. 89, Draft 2; an Ordinance Amending Chapter 7, Article 1,
of the Hawaii County Code 1983 (2016 Edition, as Amended), Relating to the
Appointment of the Civil Defense Administrator.
Transmitting herewith is Bill No. 89, Draft 2. During its meeting on November 4, 2025, the
Committee on Governmental Operations and External Affairs amended Bill No. 89 with the
contents of Communication No. 514. 1, resulting in the attached draft.
The Committee then recommended passage of Bill No. 89, as amended to Draft 2, on first
reading.
