No. 578Bill No. 98 <br />Your Policy Committee on Planning, Land Use, and Economic Development, to which was <br />referred Bill No. 98, reports as follows: <br />Bill No. 98, transmitted by Council Member Heather L. Kimball via Communication No. 578, <br />dated October 10, 2025, amends Ordinance No. 25-50, an ordinance amending Chapter 6 of the <br />Hawaii County Code 1983 (2016 Edition, as amended), relating to transient accommodations. <br />This bill delays the effective date of Ordinance No. 25-50, relating to transient accommodations, <br />until July 1, 2026. <br />Deputy Finance Director Malia Kekai was present in the Hilo Chambers and explained that the <br />Department of Finance plans to procure a registration system from a third -party vendor by the <br />end of the year with implementation expected to take an additional three to six months. <br />Committee Member Jenn Kagiwada expressed support for the bill and emphasized the need to <br />better understand the landscape of transient accommodations in Hawaii County through a <br />registration process to inform future legislation. <br />Committee Chair Ashley L. Kierkiewicz highlighted ongoing community education and <br />engagement initiatives alongside Committee Member Heather L. Kimball through webinars and <br />a dedicated website. Ms. Kierkiewicz also mentioned hosting another webinar in concert with the <br />Department of Finance and the Planning Department once the registration system is procured <br />and an application is developed. <br />PCPLUED Report No. 9 <br />
