COUNTY OF HAWAI`I STATE OF HAWAI`I RESOLUTION NO. 392 25 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO PETFIX SPAY AND NEUTER TO SUPPORT ITS SPAY AND NEUTER CLINICS IN COUNCIL DISTRICT 6. WHEREAS, PETFIX Spay and Neuter is a 501(c)(3) nonprofit organization whose mission is to help reduce the overpopulation of cats and dogs throughout the County of Hawaii; and WHEREAS, PETFIX Spay and Neuter works to protect Hawai`i's communities and environment by providing safe and professional spay and neuter services on Hawaii Island at no cost to lower -income participants; and WHEREAS, the Department of Research and Development supports a high quality of life for Hawaii Island residents and endorses this project that will help to balance Hawaii Island's economic, social, community, and environmental well-being; and WHEREAS, PETFIX Spay and Neuter is requesting funds to help defray the expenses of veterinarian fees, surgical supplies, and medications necessary to conduct two spay and neuter clinics in Council District 6 in fiscal year 2025-2026, which will serve a public purpose by benefiting, improving, or promoting the interests and needs of the poor, youth, the aged, and those with physical or emotional disabilities, and the public health and welfare of the people and the environment; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI°I that, in accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as amended), Contingency Relief funds from Council District 6 are hereby transferred to the Department of Research and Development to provide a grant to PETFIX Spay and Neuter for the expenses and purposes identified in "Exhibit A," a copy of which is attached hereto and incorporated herein by reference, in the following amount as set forth below:
