WHEREAS, PETFIX Spay and Neuter is a 501(c)(3) nonprofit organization whose mission is to help reduce the overpopulation of cats and dogs throughout the County of Hawaii; and WHEREAS, PETFIX Spay and Neuter works to protect Hawai`i's communities and environment by providing safe and professional spay and neuter services on Hawaii Island at no cost to lower -income participants; and WHEREAS, the Department of Research and Development supports a high quality of life for Hawaii Island residents and endorses this project that will help to balance Hawaii Island's economic, social, community, and environmental well-being; and WHEREAS, PETFIX Spay and Neuter is requesting funds to help defray the expenses of veterinarian fees, surgical supplies, and medications necessary to conduct two spay and neuter clinics in Council District 6 in fiscal year 2025-2026, which will serve a public purpose by benefiting, improving, or promoting the interests and needs of the poor, youth, the aged, and those with physical or emotional disabilities, and the public health and welfare of the people and the environment; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI°I that, in accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as amended), Contingency Relief funds from Council District 6 are hereby transferred to the Department of Research and Development to provide a grant to PETFIX Spay and Neuter for the expenses and purposes identified in "Exhibit A," a copy of which is attached hereto and incorporated herein by reference, in the following amount as set forth below: FUND: General AMOUNT OF APPROPRIATION: $10,000 OUT AND FROM: 1010-11-10191 Clerk -Council SVC - Contingency Relief CREDITED TO: 1010- 11-16320 Department of Research and Development Business Development - R&D 530115 Misc. PETFIX Spay and Neuter (hereafter "PETFIX'l is requesting a Contingency Relief Fund grant of $10,000 for fiscal year 2025-2026 to support two spay and neuter clinics in Council District 6. The grant would help cover key clinic expenses, including veterinary fees, medication costs, and other operational needs. PETFIX provides free services to those most in need, specifically kupuna, lower -income households, and rural communities. This support is especially critical in Council District 6, where many residents have limited access to veterinary services, and the cost of basic spay and neuter procedures can be prohibitive. Residents from across the island frequently travel up to three hours one-way to access these free clinics. Limited access in the region reflects both its rural geography and socioeconomic challenges. An allocation of $10,000 would cover the majority of the expenses for a single clinic, which typically range from $5,000 to $6,500, depending on the number of veterinarians and the total number of cats and dogs being spayed or neutered. Reducing pet overpopulation through these clinics improves community quality of life, supports animal health and well- being, and benefits the mental health of pet owners and caretakers. Since 2024, PETFD( has provided free spay and neuter services to more than 300 individuals in Council District 6, benefiting over 800 animals. These results demonstrate the strong demand for and impact of PETFIX clinics, including those held in Kea'au and Ocean View, as well as the organization's ability to reach underserved populations. *46. 5O1(c)(3) Mission Statement PETFIX Spay and Neuter works to protect Hawaii's communities and environment by providing safe and professional spay and neuter services on the Big Island at free clinics. *47. In 1,000 characters or less, explain how the 5O1(c)(3) is connected to the project. PETFD( Spay and Neuter is deeply committed to providing free spay and neuter services to those in greatest need, including kupuna on fixed incomes, residents of rural or underserved areas such as Ka i, lower Puna, and Hamakua where veterinary care is limited or requires hours of travel to Kona or Hilo, and economically challenged households who still seek to care for the animals in their'ohana. Many also work to address community animal overpopulation, abandoned or abused dogs, and other animal welfare issues. By enabling these individuals to access free spay/neuter services, PEIFD( directly supports the island's environment, local economy, and the community's health and well-being. *48. CRF Budget Form (Excel Version) District 6.xisx Public Purpose of Requested Funds Per §2-138 of the Hawari County Code 1983 (2016 Edition, as amended), the County may grant an award only if the proposed program or service provides direct public benefits and fulfills a public purpose within the County. 49. According to §2-136, "public purpose" is defined as a benefit to, improvement of, or promotion of the interests in the following areas. A spay/neuter clinic costs an average of $5,000, which covers veterinarian fees, vet techs, surgical supplies, medications, cleaning supplies, and other necessary items, and can provide services to approximately 80 cats or 50 dogs. As this will be for two clinics, the measurable outcomes include a minimum of 160 animals no longer being able to reproduce, thereby reducing potential harm to public health and the environment. At least 100 lower -income pet owners are expected to have their pets sterilized through the free spay/neuter services, relieving them of the financial burden of caring for unwanted animals. Over the course of the project period, an estimated 1,000 or more unplanned, potentially feral animals will be prevented. Participants in clinic services are expected to share knowledge of animal overpopulation efforts with community members, expanding education and encouraging action on this issue. Fewer unwanted animals will be placed in shelters, decreasing the financial burden on local and state agencies. Clinics will provide opportunities for communication among like-minded individuals about volunteer engagement, and communication and education materials will be expanded for distribution and in -person engagement at community events, including clinics, to promote the importance of and access to free spay/neuter services. 51. For the project you are applying for, do you currently have or expect to have a contract/agreement with another department of the County of Hawari during the current fiscal year (July 1, 2025 - June 30, 2026) related to this same project? Yes 52. Which department do you currently have or expect to have a contract/agreement with for this project? Department of Finance. * 53. Briefly describe the deliverables outlined in the contract/agreement for this project. Under the Fiscal Year 2025-2026 Waiwai Grant agreement with the Department of Finance, PETFIX Spay and Neuter received $50,000 to conduct approximately 10-12 clinic days for cats and dogs across Hawaii Island, with a minimum of six clinics held in Ka'u. Each clinic typically operates over a two-day weekend, with two to four veterinarians performing surgeries each day. The Waiwai Grant funds cover the equivalent of one veterinarian for 10-12 clinic days, including veterinarian and veterinary technician fees, medications, vaccines, microchips, surgical and cleaning supplies, and other direct clinic expenses. PEIFIX's overall program goal is to conduct approximately 70-75 clinic days islandwide each year, with multiple veterinarians, and the Waiwai Grant funds one of those veterinarians for a portion of that total. Through the Waiwai Grant, PETFIX aims to spay and neuter a minimum of 750-1,000 animals during the fiscal year, helping to reduce pet overpopulation and improve community health and animal welfare. Deliverables also include public outreach and education through the distribution of informational materials and in -person engagement at 12 community events in Ka'0, such as the Ocean View Farmers Market and other local venues, to raise awareness of the importance of spay/neuter services. The Council District 6 Contingency Relief Fund grant request for $10,000 is .separate from the Waiwai Grant. It will assist with the costs of two additional clinics in the Council District 6 area of Ka'u and South Kona, outside of the 10-12 clinic days funded through the Waiwai Grant. These Contingency Relief Fuunds supplement, but do not duplicate, the Waiwai Grant deliverables by supporting additional veterinarians, medications, and operational needs to expand access to free spay/neuter services for district residents.
