RESOLUTION NO. 389 25
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HAMAKUA HEALTH
CENTER, INC., FOR THE PA`AUILO CHRISTMAS PROGRAM.
WHEREAS, Hamakua Health Center, Inc. (HHC), is a 501(c)(3) nonprofit organization
that provides quality healthcare and is responsive to the needs of its patients and the community;
and
WHEREAS, HHC is requesting funds relating to the Pa`auilo Christmas Program being
held on December 12, 2025, including sound, audio-visual, and lighting equipment, food, decor,
paper goods, and musician fees, which will serve a public purpose by benefiting, improving, or
promoting the interests of culture and the arts, educational concerns, the needs of the poor,
youth, the aged, those with physical or emotional disabilities, the public health and welfare of the
people and the environment, victims of crime and health or social crises; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in
accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as
amended), Contingency Relief funds from Council District 1 are hereby transferred to the
Department of Parks and Recreation to provide a grant to Hamakua Health Center, Inc., for the
expenses and purposes identified in "Exhibit A," a copy of which is attached hereto and
incorporated herein by reference, in the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Parks and Recreation and Director of Finance, and that the Director
of Finance is hereby authorized to make the necessary transfers in accordance with the terms of
this resolution.

The Pa'auilo Christmas Program is a free, inclusive community celebration open to all residents along the Hamakua
Coast. Rooted in the spirit of the holiday season, the program seeks to spread joy, unity, and aloha by bringing together
families, neighbors, and community partners for an evening of fellowship and festivity at Pa'auilo Park, a central and
accessible location for the community. The event will feature local entertainment in song and dance, heartwarming
cultural presentations, and holiday-themed activities for all ages --capturing the essence of Christmas while
strengthening community ties. Beyond the seasonal cheer, the program also serves as an opportunity to uplift and
support the community's well-being. Participating agencies and nonprofits will provide access to valuable information
and assistance, including health insurance enrollment, Medicare guidance, food security programs, housing, and other
social services. Through this gathering, residents will not only celebrate the holiday spirit but also gain meaningful
connections to the resources that help ensure a healthier, more resilient community year-round.

Hamakua Health Center, Inc., serves as a key community partner in organizing the Pa'auilo Christmas Program. The
.health center's involvement aligns closely with its mission to enhance access to healthcare and improve community
wellness. During the event, Hamakua Health Center, Inc., will host an informational table offering educational materials
and guidance for attendees on accessing healthcare, nutrition programs, housing support, and other essential social
services. By taking part in this holiday celebration, the organization strengthens its relationship with the community
while promoting the importance of health, connection, and compassion —values at the heart of the Christmas season.

Public Purpose of Requested Funds
Per §2-138 of the HawaPi County Code 1983 (2016 Edition, as amended), the County may grant an award only if the
proposed program or service provides direct public benefits and fulfills a public purpose within the County.

The Pa'auilo Christmas Program seeks to create a safe and joyful holiday experience that strengthens community
connections and supports overall well-being throughout the Hamakua region. Success will be measured by the number
of attendees participating in the event, as well as the number of individuals who engage with community partners and
inquire about available resources such as health insurance, SNAP/EBT benefits, housing assistance, childcare, and other
social service programs. In addition to these tangible measures, the event also seeks to foster intangible but meaningful
outcomes, including increased community unity, a heightened awareness of local resources, and an overall sense of
shared purpose and goodwill inspired by the Christmas season. These outcomes together reflect the broader goal of
nurturing a healthy, connected, and compassionate Hamakua community through celebration and service.
