RESOLUTION NO. 386 2
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO MALAMA ARTS FOR
ITS PLAY READING SERIES.
WHEREAS, Malama Arts is a 501(c)(3) nonprofit organization whose mission is to
malama the people of Hilo and Hawaii Island by fostering creativity and connection through the
performing arts and education; and
WHEREAS, Malama Arts is requesting funds for fees associated with licensing, scripts,
and venue rental, which will serve a public purpose by benefiting, improving, or promoting the
interests of culture and the arts, educational concerns, and the needs of the poor, youth, the aged,
and those with physical or emotional disabilities; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in
accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as
amended), Contingency Relief funds from Council District 3 are hereby transferred to the
Department of Liquor Control to provide a grant to Malama Arts for the expenses and purposes
identified in "Exhibit A," a copy of which is attached hereto and incorporated herein by
reference, in the following amount as set forth below:

Hilo is home to a thriving theatre and performing arts community that is brimming with talent. Each year, musical
theater productions in the area continue to grow in spectacle, production value, and audience attendance. Through
conversations with performers and audience members, Malama Arts has recognized a shared desire to explore non-
musical theater ("straight plays' as well. Through a monthly Play Reading Series, Malama Arts seeks to offer
audiences and performers more exposure to a broader range of plays without the pressures of mounting a full-scale
production. Each month, the organization will invite a director to gather actors to rehearse and then read a play for a
live audience. The series will showcase local works (e.g., Uncle's Regularly Scheduled Garage Party is CANCELLED by
Lee Cataluna), classics (Cat on A Hot Tin Roof by Tennessee Williams), and contemporary plays (Stop Kiss by Diana
Son). The organization will also invite the community to submit titles that spark their interest. On May 4, 2025,
Malama Arts debuted the series with an invite -only, free reading of The Wolves by Sarah DeLappe. The excitement
from the audience and participants was palpable and deeply encouraging, validating the concept. Due to copyright
restrictions, the organization will need to apply for licensing and purchase scripts to make the series publicly available.
Malama Arts is excited to collaborate with the Hilo Community Players and support their renovations to a new venue
downtown: the Keawe Theater. The organization also recognizes that this kind of exploratory, audience -building
programming best serves the public when offered at no cost. Malama Arts is a brand-new arts nonprofit, and this
project represents its first funding request. Moving forward, the organization plans to solicit donations from community
members (including Play Reading Series attendees) and submit proposals to charitable foundations.

Erin Chung, a founding member of the Artistic Team of Malama Arts, will administer the program for the organization.
With input from the wider team, Erin will select the plays and directors and will coordinate with the venue and license
holders to secure performance dates and rights. She will also be responsible for final reporting.

Public Purpose of Requested Funds
Per §2-138 of the Hawaii County Code 1983 (2016 Edition, as amended), the County may grant an award only if the
proposed program or service provides direct public benefits and fulfills a public purpose within the County.

Program success will be measured using attendance numbers and optional audience surveys. As this is a debut
program, Mama Arts aims to attract between 20-100 audience members to each reading, with at least 10% of
attendees completing a survey about their experience. The series will also help Mama Arts develop future
productions shaped by community input.
