STATE OF HAWAI`I 3! i 25 A RESOLUTION AUTHORIZING THE OFFICE OF HOUSING AND COMMUNITY DEVELOPMENT TO AWARD GRANTS FOR PROGRAMS ADDRESSING HOUSING AND HOMELESSNESS. WHEREAS, Chapter 2, Article 25, Section 2-139(a)(3)(A) of the Hawaii County Code 1983 (2016 Edition, as amended) (hereinafter "the Code") provides that grants awarded "in excess of $25,000 to nonprofit organizations shall specifically identify the organization receiving the grant funds and the purpose for which the grant funds shall be used in a resolution"; and WHEREAS, Chapter 2, Article 25, Section 2-136 of the Code defines "nonprofit organization" as "an organization that is registered and in good standing in the State of Hawaii as a nonprofit organization and maintains a 501(c)(3) charitable designation from the Internal Revenue Service"; and WHEREAS, Chapter 19, Article 11, Section 19-90 of the Code provides, in part, that no less than $9,000,000 of residential tier two property tax revenue "shall be appropriated each year to County -sponsored programs designed to address housing and homelessness"; and WHEREAS, the Office of Housing and Community Development (hereinafter "OHCD") wishes to award a total of $6,000,000 to the organizations and in the amounts as identified in Exhibit A, attached hereto and incorporated herein by reference; and WHEREAS, the organizations identified in Exhibit A are nonprofit organizations, as defined hereinabove; and WHEREAS, on July 23, 2025, OHCD issued a Request for Grant Applications for the current fiscal year funding cycle; and WHEREAS, after evaluating grant applications, OHCD nominates eight nonprofit organizations to receive a total of twelve grant awards in the amounts and for the projects identified in Exhibit A; and WHEREAS, OHCD recommends approval of these grant awards in order to provide essential community services and to carry out initiatives and programs in alignment with the priorities set forth in the County's Strategic Roadmap for Homelessness and Housing, dated September 1, 2022; and WHEREAS, these grant awards will be funded by residential tier two property tax revenue, pursuant to Section 19-90 of the Code; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAIII that, in accordance with Section 2- 139 of the Code, the grant awards as identified in Exhibit A are hereby approved. BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Honorable C. Kimo Alameda, Mayor of the County of Hawaii; William V. Brilhante, Jr., Managing Director; Diane T. Nakagawa, Director of Finance; and Kehaulani M. Costa, Housing Administrator.
