Please see testimony below in support of Bill 234-25 with proposed amendments encouraging the State
of Hawaii to assist with the Protection of Pohakuloa. I support all proposals by County of Hawaii County
Council and would like to Mahalo all of you for supporting our efforts to Malama Aina and our Kuleana
to
our Hawai'i and our people.

Aloha Honorable County Council of Hawaii County,
My name is Kanoeuluwehianuhea Case, and this is my written testimony in support of Resolution
234-25. On May 9th 2025, BLNR rejected the FEIS that was submitted to them by the U.S Army, Implying
that the U.S Army is not in compliance with the lease conditions set by the BLNR or in compliance with
the State of Hawaii Conservation zone regulations.
Due to this and ongoing concerns of our health and safety of the people of Hawaii who call our Moku'O
Keawe their Home,1 strongly urge the Council to pass resolution 234-25 While we continue the efforts of
healing our'Aina, promote proper land and environmental stewardship in Hawai'i and uphold the State
Supreme Court ruling to Malama'Aina.
With respect to our people's pleas to deeply consider the health and safety of our communities as a
priority, I am in support of this resolutions requests demanding the U.S Military to IMMEDIATELY CEASE
ALL BOMBING AND DESECRATION ACTIVITIES OCCURRING DAILY AT PTA. I am in support of ANY AND
ALL LAND SWAPS ON HAWAII ISLAND TO INCLUDE LAND SWAPS INTERCHANGEABLY BETWEEN ALL
HAWAI'I ISLANDS AND ALL LEASE RENEWALS TO BE DENIED AND DISCONTINUED. I WOULD KINDLY
SUGGESTTHAT THE STIPULATIONS WHICH ARE PROPOSED TO BE ESTABLISHED IN PART OF THIS
RESOLUTION TO ADDRESS THE COMPREHENSIVE CLEAN UP, RESTORATION AND BIO-REMEDIATION
SHOULD BE SUPPORTED AND ENNACTED IMMEDIATELY BY COUNTY AND STATE ENTITIES WHILE THE
CURRENT LEASE IS ACTIVE TO EXPEDITE RESTORATION AND HEALTH TO OUR PEOPLE,'AINA AND WAL
THIS CANNOT WAIT.
Lastly, I AM IN SUPPORT OF an IMMEDIATE Full Pa'akai Analysis of PTA to ensure the protection of our
Native Hawaiian Health and the health of our extended communities island wide, the efforts to secure

our cultural practices, traditions, identity and rights as a native Hawaiian in our homeland, contribute to
understanding the balance we humans have in being responsible stewards of our elemental beings who
are also known as "natural resources", who dwell in sacredness with function to our existence, to
acknowledge and respect as well as honor and protect our Iwi Kupuna who dwell in the occupied areas
leased by the U.S Military located on the PTA BASE. Our Pohakula needs to be returned to our people, let
the healing commence. The damage from years of disregard for our'Aina, waters and people needs to
