Dear Councilman Yagong:
Re: Draft Bill Amending Chapter 20, HCC Relating to Refuse
We have reviewed the draft bill amending Chapter 20, HCC, and offer the following
comments:
(1) Page 1, Section 20-2(c) - typo, change "wast" to "waste."
(2) Page 2, Section 20-5. A definition of household rubbish should be included.
Probably best to take it from model code.
(3) Page 4, Section 20-39(b). The prohibition against abandoned refrigerator should
also include on own property.
(4) Page 4, Section 20-41(a). Household garbage should be changed to household
rubbish for consistency.
(5) Page 6, Section 20-45(b). Recommend the last sentence "All persons who are
caught..." be made into Subsection (c).
