My name is Kimmer Bighorse and have been stationed at Schofield Barracks as a light and heavy wheel diesel vehicle mechanic/Soldier at first in 2008. 1 have since become a macro social worker for her Majesty Queen Liliuokalani.of the Hawaiian Kingdom. I volunteered for the US Army Global war on terrorism in March 2002 where I served in many middle east and overseas tours including Germany, Hawaii, Iraq, Qatar, Texas, California and Afghanistan. Since then, I never in my active duty Army career, witnessed the destruction and neglect of the environment as abuse in Hawaii's oceans, skies, space, and land bases by the United States military. Native Hawaiians or Kanaka Maoli of the Hawaiian Kingdom have been monitoring their wahi pana land bases such as Barking Missil Range, Kauai, Kokee Observatory, Pohakuloa since 1957. This is why I recommend getting rid of the missile ranges, SONAR test submarine test sites, field artillery ranges, armor combat units from Hawaii entirely as there is simply not enough room for their equipment, personnel or families. Not only that, the hazardous materials, contamination and pollution from such destruction of field training, ordnance detonation contamination is not disposed of properly. This would never occur in Germany, Iraq, Afghanistan or Kuwait who each have a heavily armed arsenal, military, even terrorist organizations inflicting violence on U.S. military personnel. Germany monitors the United States base environmental impact. Even so, the German Bundeshwehr did not renew their United States military leases, evicted much of the the United States military and downsized US forces. I recommend downsizing the active duty personnel here on all islands to the bare minimum as the United States is belligerently occupying, pillaging and destroying Hawaii Pae Aina, its people and environment since 1893. On July 12, 2024, PFC Dewayne Johnson murdered and dismembered his wife's body in a trash dumpster on Schofield Barracks Hawaii. On January 2021 SPC Raul Hernandez Perez struck his wife in the back of the head with a baseball bat, stabbed her in the back then dismembered her body into a trash dumpster on Schofield Barracks Hawaii. Since 2019 Operation Keiki Shield 18 has the Hawaii ICAC Task force has arrested more than 108 individuals perpetrators and child predators, Marines, Soldiers, Sailors, Coast Guard and Air Force alike. 3 arrests were made during Operation Keiki Shield Kauai. Under international law, the United States must enforce the laws of the Occupied State, the Hawaiian Kingdom. As such, Barking Sands needs to be de -occupied, decontaminated of UXOs, depleted uranium and any other ordnance in the land, water and oceans by the United States Navy. The belligerent military occupation and pillaging of such Hawaiian Kingdom lands, oceans, waterways is a an active crime against humanity. On August 8-16, 2023, Lahaina wildfires killled 108 Lahaina citizens and 2 went missing. The damage has been estimated to be 6 billion while FEMA estimated more than 2200 buildings burned. The United States Navy could have deployed their submarines, cruise ships, destroyers, vessels and planes to assist in putting out the fires and saving countless lives and properties. The United States Navy at both Pearl Harbor and Barking Sands Missile range were apathetic and indifferent while an entire city of men, women, children and pets were torched. Hawaii cannot have such neglect, abuse and blatant apathy present on its sacred lands. President Bill Clinton confessed, recognized and apologized for the belligerent overthrow of the Hawaiian Kingdom in 1893 but to this day, did nothing to offer remittance or restitution for the war crimes still being committed today. Navy personnel and military personnel contribute to the sex trafficking industry in Hawaii more than any other occupation. Native Hawaiian wahine suffer an exploitation epidemic at the hand of belligerent occupation. Kanaka Maoli, Native Hawaiian Opio suffer the most suicide ideation, attempt and lethal suicide more than any other racial and age demographic in Hawaii. z Belligerent military occupation adversely effects the mental, spiritual, physical, and emotional health of all Kanaka Maoli Kingdom subjects: depression, anxiety, loss, homelessness, child abuse, poverty, mental disorders, and mood disorders. Addiction and houselessness are a result of belligerent occupation, the destruction of the environment, the ocean, the wahi pana, sky pollution, destruction of sacred sites, heiau, burial grounds that adversely effect Hawaiian subjects mental health, the Hawaiian Nationals who experience violent United States Navy military occupation daily. Native Hawaiians are denied access to their sacred sites, oceans, on bases and military reservations, banned from ensuring the United States Navy disposes and decontaminates its live fire and submarine SONAR exercise training debris. Dead whales wash up on shore because of the violent SONAR sounds the submarines make causing the whales, honu and endangered Hawaiian monk seals deaf. I reiterate the United States Navy complies with the endless contamination of our Halawa Shaft on Oahu that hydrates much of Moanalua military personnel, Pearl Harbor and Hickam bases. PFAS has been detected as well as toxic lead at the Army firing range Puuloa in Ewa Beach. Does the Army really need endless inventories of Abrams, Bradley tanks, heavy armor equipment vehicles, Strykers, 5-ton trucks, Howitzers, Patriot missile launchers for land battles like WWII? Even though there are other militaries with nuclear powers building up, strategic war planning, and storing their arsenal the world over, the keiki o ka aina would rather restore their lands, oceans, air and space than further contaminate and pollute their sacred water resources and wahi papa. There are other locations for the United States to stock their heavy armor equipment and munitions other than the already overcrowded, overpopulated Oahu, Big Island, Kauai, Maui, Kahoolawe, Lanai and outlying islands such as Polaniku; desserted locations such as the Mojave Desert in California. I recommend sending EOD expolsive disposal units into clean up the deadly depleted uranium buildup, unexploded ordnance and deoccupy Barking Sands missile range immediately. Allow Hawaiian cultural practitioners, kupuna, Kumu supervise the decontamination. Do NOT accept the Navy's version of an environmental impact statement.
