SUBJECT: Transmitting Bill No. 52, Draft 4; AN ORDINANCE AMENDING
CHAPTER 25, ARTICLES 1, 4, AND 5, OF THE HAWAI`I COUNTY
CODE 1983 (2016 EDITION, AS AMENDED), RELATING TO
HENNERIES.
Transmitted herewith is Bill No. 52, Draft 4. During its meeting on November 19, 2025, the
Council amended Bill No. 52, Draft 3, with the contents of Communication Nos. 286.11, 286.12,
286.13, and 286.14, resulting in the attached draft.
The Council then voted to suspend Rule No. 23-1(d) and passed Bill No. 52, as amended to Draft
4, on second and final reading.
