SUBJECT: DRAFT BILL AMENDING CHAPTER 20
HAWAII COUNTY CODE 1983 (1995 Edition)
Relating to Refuse
This is a followup to the subject draft bill and our comments or concerns with this bill.
1. Section 20-43(b); we concur that any type of commercial hauler(s) should not be
depositing any solidwaste into any of our transfer stations. The Department of Health
(DOH) permit issued to the County authorizes these transfer stations for the convenience
for residential refuse only.
2. Section 20-45; the Department of Public Works (DPW) does not have the personnel, nor
the funding for personnel, to enforce the provisions of this article. The enforcement and
the followup to "order", will be extremely difficult for the DPW to supervise.
3. Section 20- , Recycling and Diversion Program; we are presently operating our
solidwaste management program on a very tight budget. Delete subparagraph (c).
Priority of operating a diversion grant program should not supersede our responsibility to
operate landfill in accordance with DOH rules.
4. Section 20- (d); the cost of contracting a full-time recycling and diversion program
coordinator will reduce the amount of funds available for diversion contracting by at least
10%. The DPW believes all of the available, but very limited funding should be devoted
to the diversion. Therefore, we are unable to support the passage of this provision. Cbrntn. No.~g1 002
