My name is Ilima-Lei
Macfarlane and I am submitting testimony in
strong suppolt of
Resolution 23425.

The County Council is the closest level of government to our communities, and your
actions directly reflect the will of the people you represent. For too long, the military has
desecrated and contaminated sacred lands at P5hakuloa Training Area, leaving behind
unexploded ordnance, toxic waste, and irreversible damage to cultural and natural
resources. The community has been clear: we want accountability, we want protection
of our `aina; and we want the military to clean up the mess it has created.
Passing this resolution will send a strong message to the State and federal government
that Hawaii County stands with its people. While resolutions may not carry the force of
law, they demonstrate political will, build momentum across counties statewide, and
affirm that our leaders are listening to the voices of their constituents.
I urge you to adopt Resolution 23425 and take a stand for the health, safety, and
cultural survival of Hawaii Island residents. The time has come to protect our people
and our lands, and to hold the military accountable for the harm it has caused.
