Re: Comm. No. 603/Bill No. 106
Your Committee on Finance, to which was referred Bill No. 106, reports as follows:
Bill No. 106, transmitted by Housing Administrator Kehaulani M. Costa via Communication
No. 603, dated October 28, 2025, amends Ordinance No. 25-45, as amended, the Operating Budget
of the County of Hawaii for the fiscal year ending June 30, 2026.
This bill appropriates revenues in the Federal Grants — Emergency Rental Assistance Program
COVID-19 (Emergency Rental Assistance 2 Pass Through) account ($1,494,623.34) and appropriates
the same to the Emergency Rental Assistance Program COVID-19 (Emergency Rental Assistance
2 Pass Through) account.
Committee Member Jenn Kagiwada questioned the purpose of these funds and possible future
funding opportunities. Housing and Community Development Housing Assistant Administator
Keiko Mercado provided background information and responded to Member Kagiwada's questions.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 106, and recommends
its passage on first reading.
