REPORT OF THE <br />COMMITTEE ON FINANCE <br />DATE: November 19, 2025 <br />PLACE: Council Chambers <br />Kailua-Kona, Hawaii <br />TIME: 10:00 a.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Re: Comm. No. 602Bill No. 105 <br />Your Committee on Finance, to which was referred Bill No. 105, reports as follows: <br />Bill No. 105, transmitted by Housing Administrator Kehaulani M. Costa via Communication <br />No. 602, dated October 28, 2025, amends Ordinance No. 25-45, as amended, the Operating Budget <br />of the County of Hawaii for the fiscal year ending June 30, 2026. <br />This bill appropriates revenues in the Fund Balance from Previous Year account ($16,515,493.51) and <br />appropriates the same to the Housing Production account. <br />Housing and Community Development Specialists Royce Shiroma and Linda Bui were present <br />provided background on the matter. <br />Committee Member Holeka Goro Inaba questioned the allocation of program funds. <br />Committee Members Kaneali`i-Kleinfelder, James E. Hustace, Ashley L.
