Your Committee on Finance, to which was referred Bill No. 105, reports as follows:
Bill No. 105, transmitted by Housing Administrator Kehaulani M. Costa via Communication
No. 602, dated October 28, 2025, amends Ordinance No. 25-45, as amended, the Operating Budget
of the County of Hawaii for the fiscal year ending June 30, 2026.
This bill appropriates revenues in the Fund Balance from Previous Year account ($16,515,493.51) and
appropriates the same to the Housing Production account.
Housing and Community Development Specialists Royce Shiroma and Linda Bui were present
provided background on the matter.
Committee Member Holeka Goro Inaba questioned the allocation of program funds.
Committee Members Kaneali`i-Kleinfelder, James E. Hustace, Ashley L. Kierkiewicz, and
Jenn Kagiwada requested additional information and a breakdown of fund allocations prior to the
bill's first reading at Council.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 105, and recommends
its passage on first reading.
