Costa'' <br />Housing Administrator <br />SUBJECT: FOLLOW-UP INFORMATION - BILL 106 REAPPROPRIATING AHP c:� <br />PROGRAM FUNDS Ili <br />The Office of Housing and Community Development (OHCD) appeared before the Hawaii <br />County Finance Committee on November 19, 2025, regarding Bill 105, which seeks to <br />reappropriate lapsed Affordable Housing Production (AHP) Program funds. <br />This memorandum provides the additional information requested by the Committee <br />regarding the AHP funding structure, the breakdown of the total reappropriation amount, <br />and an overview of the status of 611 AHP projects. <br />1. Background - Ordinance 22-77 and the AHP Funding Structure <br />Ordinance 22-77, which established the AHP Program Funding, states: <br />"At least $5,000,000 per year shall be appropriated for the Office of Housing and <br />Community Development to facilitate programs that support affordable housing production. <br />Any remaining balance at the end of the fiscal year should be designated for this purpose." <br />OHCD's annual appropriation becomes available each July 1 at the start of the fiscal year. <br />Under current County fiscal procedures any amount not encumbered through an agreement <br />by the following June 30 lapses into a fund balance. Although these funds remain dedicated <br />to affordable housing under Ordinance 22-77, they do notautomatically carry forward into <br />the next fiscal year.
