I have serious issues with resolution 234-25, which urges the US militaryto stop bombing
Pohakuloa Training Area. This resolution doesn't hold the force of law. The county council
passed a similar resolution in 2008 and the military ignored it.
There has been a lot said about the military is negative affects on Hawaii Island, but I urge
you to weigh the positive effects. The Federal Fire Department is the first responders to
vehicular accidents on Saddle Road and emergencies on Maunakea. In addition, they assist
the HCFD with major brush fires.
I don't see the military going anywhere— even if the lease is not extended. The state conservation
land in question is used primarily to access other parcels owned fee simple by the US Government
via executive order or through purchase (Keamuku — 30,000 acres from Parker Ranch). In other
words, the military has invested too much into PTA to simply walk away.
This is why the council should be asking the state to have military improve their stewardship
of Pohakuloa Training area as a part of any lease renewal instead of asking the military to
stop bombing PTA. This course of action is shortsighted in my opinion. It is inevitable the `

State of Hawaii and the Federal government will reach some sort of lease agreement. This
