Notice is hereby given that the Hawai‘i County Council will be conducting this meeting via interactive
conference technology (ICT) pursuant to Hawai‘i Revised Statutes §92-3.5. Council Members will be
participating via ICT at the:
Kona Council Chambers, West Hawai‘i Civic Center, 74-5044 Ane Keohokālole Highway, Building A
Members of the public may also attend from this location.
Public attendance via Courtesy Site is available at the following locations:
Ocean View Community Association, 92-8924 Leilani Circle;
Pāhoa Council Office, 15-2879 Pāhoa Village Road; and
Waimea Council Office, Parker Square, 65-1279 Kawaihae Road, Suite 109.
If a Courtesy Site is unavailable and/or participation is disrupted, the scheduled meeting will continue.
Oral Public Testimony via Zoom: To provide oral testimony via Zoom, email

The donation from the United States Tennis Association has an estimated value
of $145,463.

Proposes 12 grant awards to 8 different nonprofit organizations for a total of
$6,000,000 in funding derived from Residential Tier Two property tax revenues,
pursuant to Section 19-90(f) of the Hawaiʻi County Code.

Bill 103: AMENDS CHAPTER 19, ARTICLE 7, SECTION 19-53, OF THE HAWAIʻI
COUNTY CODE 1983 (2016 EDITION, AS AMENDED), RELATING TO
REAL PROPERTY TAX
Applies the homeowner classification’s three-percent annual assessment increase
cap to a property’s agricultural assessed value under certain conditions, including
if the property is no longer assessed according to its agricultural use; expires after
two tax years.

Bill 108: AMENDS ORDINANCE NO. 25-45, AS AMENDED, THE OPERATING
BUDGET OF THE COUNTY OF HAWAIʻI FOR THE FISCAL YEAR
ENDING JUNE 30, 2026
Increases revenues in the State Grants – State Emergency Medical Services
account ($1,750,000); and appropriates the same to the following Emergency
Medical Services accounts: Salary and Wages ($749,000), Other Current
Expenses ($90,000), and Equipment ($911,000). Funds would be used for the
opening of ambulance operations at Makalei Fire Station in Kailua-Kona and six
new positions.
