WHEREAS, the Lo`i Collective Foundation (TLCF) is a 501(c)(3) nonprofit organization that aids all ages with physical, cultural, and psychological development, preparing all for life; and WHEREAS, TLCF is requesting funds for game balls, scorebooks, field spray, and rule books, which will serve a public purpose by benefiting, improving, or promoting the interests and needs of the poor, youth, the aged, and those with physical or emotional disabilities; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as amended), Contingency Relief funds from Council District 3 are hereby transferred to the Department of Liquor Control to provide a grant to the Lo`i Collective Foundation for the expenses and purposes identified in "Exhibit A," a copy of which is attached hereto and incorporated herein by reference, in the following amount as set forth below: FUND: General AMOUNT OF APPROPRIATION: $913 OUT AND FROM: 1010-11-10191 Clerk -Council SVC — Contingency Relief CREDITED TO: 1010-21-25139 Department of Liquor Control Public Programs 530115 Misc. This project aims to provide comprehensive development for youth softball players aged 14-17 by integrating both focused training sessions and competitive tournament play. Scheduled for February 12-14, 2026, at Billy Kenoi District Park, the tournament will take place over three days: Thursday starting at 1 PM, Friday and Saturday beginning at 9 AM. This approach allows players not only to master fundamental skills but also to develop higher -level game intelligence, teamwork, and sportsmanship in a real competitive environment. By combining skill -building with tournament experience, the project supports holistic athletic and personal growth in underserved youth, fostering discipline, resilience, and community engagement. * 51. 501(c)(3) Mission Statement The Lo i Collective Foundation objective is to aid all ages with physical, cultural and psychological development, preparing all for life. * 52. Long-term, we hope this experience helps prepare some players for collegiate -level competition or future career pathways in sports, while enhancing community connection and healthy lifestyles among youth in the Puna district.
