WHEREAS, the Hilo Downtown Improvement Foundation is a 501(c)(3) nonprofit organization with a mission to financially support the activities and events of the Hilo Downtown Improvement Association, whose goals are to protect, preserve, and create a vibrant downtown Hilo for all to enjoy; and WHEREAS, the Hilo Downtown Improvement Foundation is requesting funds for expenses related to the 29th Annual KWXX Ho`olaule`a, including sound equipment rental and sound engineers, which will serve a public purpose by benefiting, improving, or promoting the interests of culture and the arts; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI°I that, in accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as amended), Contingency Relief funds from Council District 5 are hereby transferred to the Department of Liquor Control to provide a grant to the Hilo Downtown Improvement Foundation for the expenses and purposes identified in "Exhibit A," a copy of which is attached hereto and incorporated herein by reference, in the following amount as set forth below: FUND: General AMOUNT OF APPROPRIATION: $5,000 OUT AND FROM: 1010-11-10191 Clerk-CouncilSVC— Contingency Relief $5,000 CREDITED TO: 1010-21-25139 Department of Liquor Control $5,000 Public Programs 530115 Misc. This free, family -friendly event will take place on Saturday, January 17, 2026, celebrating both contemporary and traditional Hawaiian entertainment with more than 20 local bands, artists, and halau hula across four live stages. From 5:00 to 10:30 p.m., the streets of Hilo come alive with non-stop performances, offering audiences the chance to experience some of Hawai'i's best musicians and dancers in the heart of town. Beyond the music, the Ho'olaulda also highlights the flavors and creativity of the island through an array of food and craft vendors. Attendees can enjoy delicious local favorites and browse unique handmade goods while strolling through the historic streets. This blend of live entertainment, local cuisine, and artisan crafts creates an atmosphere that celebrates both the cultural richness and community spirit of Hawari Island. Now in its 29th year, the KWXX Ho'olaule'a continues a cherished tradition that draws thousands of residents and visitors from across the state. The event not only provides free access to top -tier local entertainment but also strengthens community ties, supports local businesses and artists, and showcases the cultural pride of Hilo. In addition, over 150 performers and staff will receive professional opportunities, contributing to the sustainability of Hawaii Island's creative economy.
