Your Committee on Governmental Operations and External Affairs, to which was referred
Resolution No. 398-25, reports as follows:
Resolution No. 398-25, transmitted by Assistant Corporation Counsel J S. Yoshimoto via
Communication No. 624, dated November 13, 2025, authorizes the employment of special
counsel for legal and professional services related to workers' compensation matters and
authorizes the payment of funds of later fiscal years to enter into a multi -year agreement therefor.
Resolution No. 398-25 authorizes the employment of Leong Kunihiro Brooke and Kim as special
counsel for workers' compensation matters for a three-year period with an estimated total cost of
$720,000.
Mr. Yoshimoto was present in the Hilo Chambers to answer questions and stated that they have
been in contract with this group in the past and have been happy with their work. He added that
they are moving forward with this as a three-year agreement and that he believes that their fees
are reasonable.
Your Committee on Governmental Operations and External Affairs is in accord with the purpose
and intent of Resolution No. 398-25, and recommends its adoption.
