Subject: Comment on Bill 38 (private road tax credit) - suggestion to allow pedestrian and
bicycle use
Aloha Councilmember Kimball and other council members,
Would it be possible to restrict eligibility of the Bill 38 tax credit to roads that are open to public use for pedestrians and
bicyclists?
- Additional costs from this change would be zero: foot and bicycle traffic does not cause meaningful wear damage to
road surfaces, so no burden would be placed on road landowners.
- Benefits would be immense for pedestrians and bicyclists: a shortcut through a non -gated private road that saves us a
mile or more of walking or pedaling can make many trips much faster and more enjoyable.
Providing a credit to owners of private roads will require those of us on public roads to pay more in taxes in order to keep
the county budget the same. I think it's fair, then, to ask the private road owners and association members receiving the
credit to allow road use by pedestrians and bicyclists whose transit will not raise the owner's road maintenance costs.
