This along with a robust spay and neuter program that is available, affordable,.and accessible to pet owners in our community and the enforcement of animal abandonment laws is the only way to reduce the number of homeless cats in our community. In developing such a program it is important thatyou work closelywith animal welfare organizations to ensure that the program is both effective and humane. These organizations are experts doing this kind of work. I would also requestthat you be mindful of the diverse settings in which such a program would operate. I would expect thereto be differences in how to operate in parks, transfer stations, residential, and commercial settings. It is also important that those involved in the program be trained. With a well managed program in combination with spay and neuter and enforcement of pet abandonment laws it is possible to solve this problem humanely.
