SUBJECT: Transmitting Bill No. 83, Draft 3; AN ORDINANCE AMENDING CHAPTER
20 OF THE HAWAI`I COUNTY CODE 1983 (2016 EDITION, AS
AMENDED), RELATING TO PLASTIC AND POLYSTYRENE WASTE.
Transmitted herewith is Bill No. 83, Draft 3.
During its meeting on December 3, 2025, the Council amended Bill No. 83, Draft 2 with the
contents of Communication No. 482.17, resulting in the attached draft.
The Council then voted to suspend Rule No. 23-1(d) of the Rules of Procedure and Organization
of the Council, which requires the holdover of a substantively amended bill, and passed Bill No.
83, as amended to Draft 3, at second and final reading.
