On behalf of the Board of Directors of Puna Rising Ohana, we submit this testimony in
strong support of Resolution 286-25, urging the County of Hawai'i to acquire the historic
Honolulu Landing using the Public Access, Open Space, and Natural Resources
Preservation Fund.
Honolulu Landing is a sacred and storied place. Its 364 acres and more than 4,000 feet of
shoreline are rich in cultural, historical, and ecological resources. Archaeological surveys
have documented ancient burial grounds, village complexes, heiau, rock walls, planting areas,
and ahu—many eligible for the Hawai'i Register of Historic Places. The land is also home to
freshwater springs, hala and kukui groves, and endangered species including the
'io,'ope'ape'a, and pueo.
For our Puna community, this acquisition would be a profound act of restoration. The 2018
eruption greatly reduced shoreline access; Honolulu Landing offers the opportunity to
reconnect families, fishers, gatherers, and cultural practitioners with Puna makai. Protecting
this wahi pana also honors the legacy of Malama O Puna and the many advocates who,
nearly two decades ago, placed this site on the County's preservation priority list.
We urge the Council to act now. The property is currently listed for sale, and the threat of
private development looms. Acquiring Honolulu Landing ensures that this place remains in the
public trust, managed with respect for cultural practices, historical significance, and ecological
stewardship.
As a Puna -based nonprofit dedicated to resilience, cultural revitalization, and community well-
being, Puna Rising Ohana stands ready to collaborate with lineal descendants, cultural
practitioners, conservationists, and other community organizations to ensure the long-term care
of Honolulu Landing.
We respectfully request the Council adopt Resolution 286-25 without delay.
