I urge passage. The military's professed need to counter threats from China is pure shibai. It is the U. S. that engages in
constant war. China on the other hand is manifestly unwarlike. Its last war was a two -month border dispute with India in
1962. Its last war before that was the communist revolution of 1945-49. You don't see China establishing military
installations in countries on the U.S. doorstep, in contrast to the U.S., with its installations in Japan, S. Korea, and the
Philippines. Do not sacrifice Pohakuloa for the sake of the bankrupt militarist world order.
