COUNTY OF HAWAl:
Aloha Chair Inaba, Vice Chair Onishi, and council members, 2025 SEP -2 AIM it: 30
My name is Reyna Hunkin and I am a resident of Kapolei, O'ahu. I am an alumnus of
Kapolei High School and am currently continuing my education at the University of Southern
California. I am testifying for strong support of Resolution 234-25.
Through the public education system, I grew up learning about the sacredness of the
%ina here, as well as the importance of keeping it intact. I am not Kanaka Maoli, but you don't
need to be of the land to know that it shouldn't continue to be occupied, let alone by a
military who cannot satisfy the requirements of using said land. The army has proven to the
people nothing except for their incompetence in maintaining the sanctity of the land. Instead
of standing by the military, who has largely contributed to the erasure of Hawaiian culture, land,
and peoples, the State of Hawai'i needs to protect the residents of Hawaii. It is necessary to
reject any and all lease renewals/land swaps with the military, as well as cease all live -fire
exercises at the Pohakuloa Training Area until a full archaeological inventory survey and Ka
Pa'akai analysis are completed. I strongly support both actions with the intentions of uplifting
and supporting HawaiTs residents as well as the preservation of Hawaiian land.
Although I support Resolution 234-25, 1 also have strong support for the following two
amendments:
1. Change "unless" to "and" so it reads: "Rejecting land swaps and lease renewals,
and requiring comprehensive cleanup, restoration, and bioremediation at
Pohakuloa."
2. Add: "Condemn any backroom deals between the Governor and the military,
recognizing that such agreements are unlawful and undermine the interest of all
Hawai'i residents, let alone that of Kanaka Maoli.
Supporting this resolution would be supporting the people, and is crucial in ensuring that
the Army does not further degrade Hawai'i lands and people through the renewal or
creation of new leases without the proper processes. Thank you for this opportunity to testify.
