My name is Kayla Lindsey-Asing, and I strongly support this resolution urging that Hawaii Island's health,
safety, and public trust lands be protected by halting all live -fire exercises at Pohakuloa Training Area
until a full archaeological inventory survey and Ka Pa'akai analysis are completed, and by rejecting any
lease renewals or land swaps with the military.
For over 60 years, the military has used these sacred lands —leased for just $1—for destructive training
that has caused wildfires, habitat loss, contamination, and ongoing threats from unexploded ordnance
and depleted uranium. The Hawaii Supreme Courtin Chingv. Case (2019) already confirmed the State's
failure to uphold its duty to protect these lands, and the Army's recent FEIS was rejected for omitting
required cultural and environmental reviews.
Our Constitution is clear: these public trust lands must benefit Native Hawaiians and the public, not be
sacrificed for military destruction. Before any lease decisions, the military must first fund and complete
cleanup and restoration of the lands it has damaged.
Approving Resolution 234-25 sends a strong message that Hawaii County stands with its people —
families, communities, cultural practitioners, and environmental stewards —in demanding protection,
accountability, and respect for our'aina.
