Take the time to go and visit PTA and get a tour so you have a first-hand understanding of what the Army does as opposed to relying on what you are being told. 2. Think about the consequences of your actions. If PTA were to shut down, how would the County cover the things they do and at what cost - first responders to accidents on the Daniel K Inouye Highway, search and rescue on the mountains, wildland firefighting, training for our local first responders (National Guard, fire department, and police force), protection and propagation of endangered species, protection of archeological sites, etc? How will the State pay for the new Waikoloa bypass road connecting the upper and lower roads without the backing of the DOD? Whatjobs are available for the 200 non-military employees at PTA? 3. Be aware that a large number of your constituents are in support of the military. We do not show up to your meetings, however, for a few reasons: 1. We are working during the meeting times, and 2. We do not want to be targeted by the vocal minority. 4. When you get a letter from the Chambers, they are speaking for hundreds of people. It is not just one voice. This is a short-sighted bill, and going along because some of the members are in favor does not make it the correct decision. Educate yourselves on what is really happening on the mountain. It is a well -reasoned argument, and 1 strongly agree that the Resolution will not solve any problems, but will only make things more divisive. While I understand that there are concerns for some of the decisions made by the Army in the past, we need to look forward. Currently, the Army does an outstandingjob of protecting archaeological sites and endangered species on PTA. They are also a strong partner to the County for emergency services and training. The Governor is working with the Army to find a path forward, and this Resolution will only make it harder to work with the Army in the future. While some people may bemoan the fact, we are a part of the United States, and we play a crucial role in the safety of the country. We should be doing all we can to support the military and their strong desire to help the community, not destroyingthe opportunity to worktogether. While I understand and share the desire to protect the health, safety, and cultural integrity of Hawai'i Island, I do not believe that this resolution, as written, provides a balanced or constructive path forward. The Pohakuloa Training Area (PTA) is a vital national defense installation. Its presence is essential not only for the readiness of our armed forces, but also for the protection of Hawai'i and the Pacific region. Given our strategic location, ceasing training activities at PTA would severely hinder military preparedness and weaken our nation's ability to respond to threats, humanitarian crises, and natural disasters across the Pacific. It is also important to recognize that the military has been working toward environmental stewardship, fire mitigation, and cultural site protection in partnership with community stakeholders. While challenges remain, dialogue, accountability, and oversight are more constructive solutions than outright rejection of leases or demands to cease training altogether. Such an approach risks alienating the very institution that provides thousands of jobs locally, invests significantly in HawaiTs economy, and offers emergency support during times of disaster. Finally, I must respectfully address Chair Inaba's comment suggesting that this issue should be treated as a "slam dunk" without extended discussion. Matters of this magnitude, involving national security, cultural preservation, environmental stewardship, and the economic well-being of Hawai'i Island, deserve full public debate and careful deliberation. To minimize or rush public input would undermine the very democratic process this Council is entrusted to uphold. Our community's voices should not be seen as obstacles to efficiency, but as essential to shaping sound, lasting policy. For these reasons, I respectfully urge the Council to oppose this resolution and instead work toward collaborative measures that: Strengthen monitoring and enforcement of environmental safeguards, Ensure cultural sites are identified and protected, and Support ongoing military readiness that ultimately safeguards HawaiTs people.
